NOTE FROM THE EDITOR: The awards and grants (re-)announced in this issue
are applicable to this year's Oaxaca meeting and MAY REQUIRE EARLY
REGISTRATION, ending Monday, 15 March.  In other case, deadlines are later
but applicants may want to lock in early registration prices.  The
information from NSF (item 4) is very relevant to those flying to Oaxaca
from the U.S.

Subject: Charles H. Turner Diversity Travel Award

Dear Colleagues:

The National Science Foundation will cover travel, housing and
registration expenses for a small number of undergraduates to come to our
ABS meeting in Oaxaca, Mexico, June 12-16.  The primary focus of this
Charles H. Turner Diversity Travel Award is to increase the diversity of
our membership, and we need your help to identify potential recipients.

Applicants should email a brief personal statement to Penny Kukuk
(penny.kukuk at mso.umt.edu) no later April 30, 2004.  The statement should
explain why they need financial assistance to attend the meetings and why
they think attending the Animal Behavior Society meeting will promote
their own careers in animal behavior. We are especially interested in
receiving applications from students who are prepared to present posters
of their research.  We are hoping to attract members of underrepresented
groups through this initiative, and so any comments concerning how the
student might enhance the diversity of the meeting would also be helpful.

Because mentoring is key to the success of this project, we are also now
soliciting commitments from those of you interested in mentoring an
undergraduate at the meeting this year. We will be looking for a few
individuals who can be shadowed by their undergraduate mentee during the
entire meetings, and also for those who would be occasionally available.

Thank you for your help in making this happen for a third year.  If you
have any questions, please contact Penny Kukuk (penny.kukuk at mso.umt.edu).
We will begin to screen applications as soon as they are received, and we
will notify students quickly.

Subject: CALL FOR APPLICATIONS: 2004 LATIN AMERICAN TRAVEL GRANTS

The Latin American Travel Grants are intended to help defray the cost of
housing and meals at ABS meetings. They are restricted to Latin American
graduate students enrolled in programs in Latin American institutions, who
will be presenting a talk/poster at the ABS meeting. Given these
restrictions, priority will be given to Ph.D. students who are attending
an ABS meeting for the first time and who have not received a Latin travel
award in previous years. Please send the following material: 1. A
submission letter with your: (a) academic status; (b) e-mail and
institutional address; (c) budget of meeting-related expenses, indicating
the amount of funding from other sources; and (d) information on previous
ABS meeting attendance as well as previous ABS grants received.  2. An
abstract of your paper/poster. 3. Curriculum Vitae. 4. A letter of support
from your advisor. Only completed applications, with all four of these
components, will be considered.

The deadline for receipt of applications for travel to the 2004 Oaxaca
meeting in Oaxaca Mexico is midnight, May 2, 2004. Application materials
may be e-mailed to Hugh M. Drummond, Universidad Nacional Autonoma de

Applicants will be notified of results via e-mail by May 9, 2004.

DIVERSITY FUND STUDENT REGISTRATION FEE AWARDS

A limited number of awards will be made from the Diversity Fund to cover
registration fees for graduate students attending ABS annual meetings.
Applicants must be enrolled in a graduate program at the time of
application and must be members of under-represented minorities, including
those living in North America who are of African, Asian, or Latin American
descent and those who are of Native American heritage, citizens of Latin
American countries, and non-white citizens of African countries. Awards
will be made by a lottery of all valid applications received before 15
March 2004. A letter of application and a signed statement from the
student's major professor confirming the student's graduate status should
be directed to ABS Treasurer, Lee C, Drickamer, Department of Biological
Sciences, Northern Arizona State University, Flagstaff AZ, E-mail:

Subject: Flying to Mexico?

A friendly reminder that air travel paid for with U.S. Government funds
(including funds from any Federal grant or contract) must comply with the
"Fly America Act."  Please call this requirement to the attention of any
of your students or associates whose travel to or within Mexico will be
supported by grant funds from NSF or any other agency of the U.S.
Government.

The Fly America Act requires that anyone whose air travel is financed with
U.S. funds must use a U.S.-flag air carrier, unless an exception is
approved.  U.S.-flag air carriers may provide service directly or through
a code-share agreement with a foreign carrier.  The two Mexican carriers
that are offering discounts for travel to the ABS meeting in Oaxaca have
such code-share agreements with each other and with U.S. carriers:
AeroMexico with Continental, and Mexicana with Delta (and with American
starting in April).  (However, booking flights under the U.S. carrier's
code probably won't entitle you to the Mexican carrier's discounted fare.)

In addition to flights to Oaxaca (OAX) from Mexico City (MEX), there's one
flight each day from Houston (IAH) on Continental.  There may be other
flights to Oaxaca that I haven't discovered.

The only exceptions to the U.S.-carrier requirement are listed in the
Federal Travel Regulation (FTR) in Chapters 301-10.135, 136 and 137 (see
especially
<www.policyworks.gov/org/main/mt/homepage/mtt/FTR/newftr/301-10_135.html>
and
<www.policyworks.gov/org/main/mt/homepage/mtt/FTR/newftr/301-10_136.html>.
Cost savings or convenience is not a reason for requesting or approving a
non-U.S. carrier, but some examples of the listed exceptions are use of a
U.S. carrier extending your travel time by at least 6 hours, or requiring
a connecting time of 4 hours or more at an overseas airport.  If no
U.S.-flag air carrier provides service on a particular leg of the route,
foreign air carrier service may be used, but only to or from the nearest
airport on a usually traveled route to connect with U.S.-flag air-carrier
service.  Note that these are only a few examples of the listed
exceptions.
